From Hope to Pause: Pharma’s Confidence in UK Government Evaporates

Just six months after being “heartened” by the health secretary’s plan for the sector, pharmaceutical giant Sanofi has paused all substantial UK investment, a move that signals a rapid evaporation of industry confidence. The company stated it is waiting for “tangible progress” on making the UK internationally competitive before committing further resources.

This reversal is a significant blow, as Sanofi had been actively exploring an expansion of its clinical trials in the country. Now, not only are those plans shelved, but the company has also revealed a 50% reduction in its UK trials over the past couple of years. The initial optimism has been replaced by a “wait and see” approach.

This shift in sentiment is reflected across the industry, driven by a perception of government inaction and internal conflict. Executives speak of a “battle” between the health department and the Treasury, which is preventing the creation of a coherent, long-term strategy for the life sciences. This uncertainty is poison to long-term investment.

The consequences include MSD’s canceled £1bn research hub and Eli Lilly’s suspended lab. The industry’s message is that encouraging words are no longer enough. They need to see concrete policy changes—on spending, pricing, and revenue clawbacks—before they will once again bet big on Britain.
