Modern Espionage Expands Beyond Government as Research Becomes Strategic Asset

Former spy chief David Vigneault says modern espionage has evolved far beyond traditional government targets. Today, advanced research and private-sector innovation are key objectives for foreign intelligence services.

China, he explained, has been the most aggressive in pursuing these targets. Its intelligence apparatus uses a wide range of tacticsfrom cyber intrusions to embedded operativesto gather Western research.

Academic institutions, designed around openness and international collaboration, face unique vulnerabilities. Many researchers do not realise how their work can be transformed into military technologies elsewhere.

China’s long-term military goals have been shaped by past conflicts, including observing the US military’s rapid successes. This has driven Beijing to pursue foreign research acquisition aggressively.

Vigneault insists that universities, governments and private companies must update their security standards. He warned that responses must protect individuals from unfair stereotypes or suspicion.
