South Korea Investigates Potential Legal Violations in Fuel Shipments to Russia

South Korea is poised to take legal action if investigations reveal that recent fuel shipments from its ports to Russia have breached domestic laws. This statement comes on the heels of reports indicating that substantial quantities of refined petroleum products, mainly diesel, were transported to Russia in July and August.

Data from port records and ship-tracking systems showed that over 176,000 tonnes of fuel were loaded at several South Korean ports onto seven tankers, which made 14 trips to Russia’s Far East. Notably, three of these vessels are under sanctions by the United Kingdom and the European Union.

The South Korean government is currently evaluating additional information regarding these shipments. Officials clarified that the petroleum products involved were not restricted by the country’s export controls on Russia, which mainly cover industrial machinery, electronics, and vehicles. Furthermore, they stated that customs records do not verify any direct exports of diesel, aviation fuel, or motor petrol to Russia.

Authorities are scrutinizing the tankers’ routes, declared destinations, and any deviations to determine if false declarations or other legal violations occurred. Reports suggest that the three sanctioned vessels initially declared Japan or Singapore as their destinations before sailing to the Russian port city of Vladivostok.

The fuel shipments have sparked concerns in Ukraine, where officials argue that this trade could potentially undermine international sanctions against Russia. However, South Korea has dismissed Ukrainian criticism, describing recent comments on the shipments as inaccurate and inappropriate.

Ukraine has reportedly addressed the issue through diplomatic channels, seeking an explanation from Seoul. In response to escalating tensions, South Korea has recalled its ambassador to Ukraine, expressing hope that ongoing consultations will lead to an amicable resolution of the outstanding issues.
